What is a good, yet inexpensive, digital camera to buy?

I am 14 years old and looking for a lower-end priced digital camera (around $100-$250). I know that I would prefer a waterproof one, but am unsure of what other options I have on looking for a digital camera. So, two questions: What kinds of options do I have regarding different cameras? And - Do you have any suggestions of cameras for me?

      You can begin your research here. But remember the words cheap and quality don’t work together - quality is never cheap.
